They are pronounced the same, the difference in spelling is
etymological:
in certain contexts, Latin /t/ has become /s/ in Germanech, which is
written <z>, while an /s/ that already was an /s/ in Latin is spelled
<s>.
A word containing both is _seiz_ `site', from Latin _situs_.
The two consonants are the same sound, but the second one was a /t/
in Latin. (The ending -us was lost.)
