True... but you'd still *normally* _write_ "ARE the shops open?" if
this was a yes/no question and "The shops are open" if this was a
statement. I was generalizing. It also seems to me that written
English is a bit different from spoken English. One does not
*normally* _write_ a yes/no question as: "The shops are open?"
