I can add an answer of my own here. <ḡ> is used in Sumerian
transcription instead of /ŋ/; I had completely forgotten that when I
made the post.
I had considered the IPA interpretations of <ḁ> and <ṳ>, but surely any
language that had one such modified vowel would have a set?
As far as <ḣ> and <ḧ> are concerned, the dictionary must be very
idiosyncratic, since they are not shown on the Kurdish Academy website.
I thought that <ḩ> would do nicely for IPA /ç/ in a conlang, where I'd
normally use <x́>. I like Gary's theory!
Incidentally, Steven's post arrived in my daily digest as
