And Georgian used to have separate cases, to my understanding, until
they realised they could get along just fine with only one so they
chucked what used to be upper case.
(Or maybe someone broke into the government printer's office and stole
the - literal - upper case? So they had to print laws with only
lower-case letters from then on, and couldn't afford the money to have
upper-case type re-cast?
