We decide how/where to hold 'em on two very simple points:
1. Do we have someone on the ground there we can trust to run it?
2. How many (new and continuing) people can viably reach it?
#1 is *far* more important, practically speaking, because it's a far
more stringent requirement. There simply aren't all that many people
willing and able to do the backend organization that's needed to pull
it off, and have the local resources to accomplish it.
We don't currently have anyone in that area, and therefore no plan to
hold an LCC there. If you are interested in organizing something,
please do let us know.
Current tentative long-term plans are only as far as having LCC4 in
Saarbrücken, Germany in 2010, with Henrik Theiling. We hope that'll be
a location that is viable at least for most people in Europe.
In an ideal world, we'd be able to just pick a city and just have
everything magically show up because we can pay third parties to
organize, but we don't have the budget to make that happen any time
soon.
