Eh is more than just a tag question, it has many uses. It can be used
to elicit a response, to emphasize a statement, to fill a gap in
conversation, to encourage the person you are talking to to continue,
to indicate confusion or uncertainty, and to ask someone to repeat
what they just said because you did not hear it. All depending on
tone of voice and context.
