Worse than that, I fear. He attributed the desire for full romanization
to "reactionary elements", a plain falsification of fact, since it
was in fact the more conservative intellectuals who were opposed to
full romanization, and the more advanced ones who were pressing for it.
Zhou did not defend the characters; he did not have to. He simply
stated that they would continue to be used.
