Hmm. This is exactly the same thing as a Windows menu. Dutch uses infinitives
in this case:
Openen, Verzenden, Opslaan, Sluiten, Bewerken, Kopiëren, etc. ("Help" is a
strange exception, probably based on a wrong translation from English).
Infinitives sound most neutral; at least in Dutch, an imperative would look
strange to me.
German works the same as Dutch, IIRC.
However, I vaguely recall Polish software using imperatives, but I might be
wrong, since it is almost ten years ago...
