One can, and one often hears it around here. It seems to be one realization of
the merged "pin/pen" phoneme... (at least, if that's [I@_^], with non-syllabic
[@], and not [I_^@], with non-syllabic [I])
(The other day I was slightly jarred to hear a cake described as tasting like
[mI@n], which I first parsed as "men" but very quickly realized was meant to be
"mint", which fit the context exactly fifty thousand times better...)
