Erm, there's already "a relay list like the last one"; in fact, it *is*
the last one IIRC.
A while back (beginning of April, apparently), Irina said that people
wanting to organise relays could use her list; it's a mailman list
hosted on valdyas.org. I believe she also offered assistance in running
the relay, should any be needed, though she didn't want to run any more
relays herself for the time being.
According to the welcome message, the page to go to is
http://www.valdyas.org/mailman/listinfo/relay
and sending email to relay-request@valdyas.org with "help" in the
subject of body should also get you help. (And subject "subscribe"
should subscribe you to that list. Without the quotes, in both cases.)
Wouldn't it be better to use the existing list? Some people (including
myself... since I wanted to be part of the next relay whenever it
happened) are already subscribed to it.
