See this¹ list as a starting point -- my personal preference is
Fontforge in combination with some vector graphics program. It possibly
has those options you want. However I don't know in how far those are
workable with current font rendering techniques. Font rendering is not
very neography-friendly. You also might want to try your luck with SIL's
Graphite².

BTW, David, my Thunderbird automatically inserts your private email
address instead of the list's one. I don't know whether that's a problem
