Altaii unlong vowels and stress

Conlanging addicts may note that Altaii phonemically long vowels henceforth
aren't.
To keep the pronunciation of longstanding names like _Loyosa_ (formerly
_Loyósa_) and _Sia Suinas_ (formerly _Sía Suínas_) intact, a new rule causes
stressed monophthongs to be phonetically lengthened when followed by one or
no consonants. Stress is still on the second-to-last syllable, except when
the final syllable includes a diphthong, in which case stress is on said
diphthong. Obviously, there's going to be an irregularity or two. In
particular, many foreign names and loanwords have two competing
pronunciations, eg _Taireza_ (the place where they speak Tairezazh) is
variously pronunced ['taireza] or [tai're;za] in Altaii (Tairezazh
pronunciation ['tairEza]).
