The only script which easily accepts totally new letters seems to be
Arabic, and that is of course due to the fact that the defaukt version uses
lots of diacritics already. Extension mostly consists of adding new
base+diacritic combos. This can of course be done more or less
consistently/systematically. The worst example is probably Sindhi. I
haven't found any I would declare the best yet...
