Wow. That's big. I have no idea how large Sovchilen is, but it is
definately not over one million, and the population might be as low as
50,000. I suspect that 50,000 is too low, maybe more like 100,000, but
that still means that I have no idea how big it is since there is a
ten-fold difference between 100,000 and 1 million.

(I think I need to proofread more carefully in the future, keeping careful
track of the possible anteceedants to my pronouns, especially when you're
around, Padraic. Was that actually the way you first read the sentence (it
is ambiguous), or did you read it right the first time and then
intentionally misinterpret it for the sake of humor?)
But seriously, although I said that they didn't go looking for bar-room
brawls to break up, if they do happen to witness one, then they are
required to break it up and arrest all parties involved, who will then be
sentenced by the judge to be publicly whipped. (Not with one of the
metal-tipped ones that they use on thieves, just with something that
hurts.) Fighting is considered a criminal offense, so the military has to
intervene if they witness it, even if they don't go looking for it. And
even though fighting is a criminal offense, a man who is in the habit of
brawling will not be considered a criminal, just rowdy. "Criminal" is
reserved for thieves and killlers, especially thieves.
