No, they are from the same source as the rest of the IE propsitions, it's just that in Welsh (and Cornish and Breton) they have merged with the following prepositions. My Welsh isn't good enough to give an example, but in Cornish: dhe + my "to me" is dhym, from OC *de + *mi. Dan
