Have you ever read one analysis of the Austronesian languages that
essentially claim that they are exactly what you describe? Roots +
affixes (either prefixes or suffixes or both), or some other
morphological process, create verbs and nouns out of primordial units of
meaning. Certain sets of affixes/morphological processes yield verbs,
and others, nouns, and perhaps other categories as well. You could use
that as a model, since Austronesian langs seem to do quite well with
this system (assuming, of course, that the this analysis is valid).
