I've seen it once, in a definition, and it was defined as a doctrine
recognising the differences between races, without considering that one was
superior or inferior. Basically, it could be used for the US administration
today, which obliges you to put your race in forms, but officially disapproves
of racism. Nowadays, both terms are more or less synonymous though.
