Well, it's conceivable that a language could make that a preposition.
Japanese, for instance, tends to use a lot of prepositional phrases
where we have single prepositions, like _no naka ni_ for "in", literally
something like "In the interior of". Altho, to be honest, I would be a
bit surprised if there were a language that had a single apposition for
"under the care of", but, you never know. :-)
