No, they aren't. In (Australian) English, if you can replace the comma with
an 'and' and it'll still mean what you want, put the comma. Of course, I'm
sometimes evil and use them differently, based on stress/intonation
patterns. I find it more useful, after all, punctuation's designed to make
everything all the more readable.
