TECH: Website Navigation Question

I just added a feature to my website that I *think* makes it easier
to navigate, but I wanted to check first, and I had a question
about it.
Here's an example of two of the main pages for my languages:

Both have a big table of contents right on the main page, but
previously, if you went to any page in there, you'd have to go
back to the main page to see the table of contents again:

With Kamakawi, I'm experimenting with adding a small table
of contents in the navbar:
http://dedalvs.free.fr/kamakawi/phonology.html
So, some questions:
(1) Does this make navigation easier? In particular, does it make
it so much easier that it warrants kind of breaking up the style of
the navbar (where it looked the same for every page, but would
now look different for each page)?
(2) Completely tech question: I'm putting an unordered list within
a table cell (a < td > tag). The effect is that the list in that
table of
contents is shifted to the right, and kind of looks...uncentered.
Almost squished, I'd say. Is there a way to fix this other than
removing the unordered list and putting in some sort of ASCII
dot to make it look like an unordered list?
