When a Parliament is convened, the Crown writes to all the Lords something like "You, John Blank, are summoned to Parliament as Lord Foo." If John Blank did not already bear the title Lord Foo, that summons creates it; this is a barony by writ, with the inheritance rules I described before. Most peerages are created by letters patent which specify the inheritance rule, which since the Tudors(?) is usually "to the heirs male of his body [i.e. sons^n] lawfully begotten." Finally, all but two(?) of the non-royal peers created since 1963 were/are life barons.
