I assume that such a ballot is just set aside when/if the candidates
that got the first 3 votes are eliminated. So is effectively the same
as not giving any votes beyond the first three.
I only know preferential voting schemes from science fiction fandom
--- selecting WorldCon sites for instance. In that context it's also
possible to vote for 'None of the rest' --- and if that option ends up
winning, there simply won't be a WorldCon in the year in question.
It would be interesting if the voters in a country could do the same
--- telling the politicos that 'if that's really the best candidates
you can offer, we think we're better off without a president at all.'
