Ah, figures. I hadn't heard anything about that at the time I read this, but
since then I've heard some stuff about it on the news, and also in a posting
very similar to this one, except that it actually presents itself as a news
item about a small African country instead of just suggesting the idea of
"what if this happened somewhere else."
