I think the man you have in mind is Bob Petrie, the same guy as the one
who is promoting Speedwords (or Rap Lin Rie as he has nicknamed it). He
reckoned IIRC that Occidental was readily understood by anyone familiar
with one or more European languages and that, therefore, it was an ideal
medium by which to bring Speedwords to the attention of an international
audience. He certainly had pages on the Internet written in Occidental in
order to promote Speedwords. How far anyone else Occidental I do not know.

No - I do not know any details either, but I am quite sure there are
groups who use Quenya and Sindarin.
