There are actually language that verge on this already.  Yupik
Aleut is a polysynthetic incorporating language, which means
that not only does it tack on a lot of little grammatical morphemes
to build up words (like a typical polysynthetic language), but
it can even take multiple roots.  If that were it, it *would* be
an all-verb language;  as it is, it allows nouns as separate free
morphemes, too.
