It's called Stoik Video Converter 2, and it comes with a
perpetual free trial.

You'll want to choose output in DivX video and MP3 audio, as
those are the most common codecs used with AVI nowadays.
Or if you need the extra features of Stoik Video Converter that
cost 29 USD, you can probably transcode .wmv to an .avi using
the Huffyuv codec and then use a Free video processing program
called VirtualDub.
