Velar or velarized /l/.

It's [ji]. And it isn't [S], it's just written with the |sh| letter. The Hebrew letter that resembles "W" represents two different phonemes - /S/ and /s/ (</K/). In vowel-pointed texts, /S/ (shin) is marked with a dot on its upper-right and /s/ (sin) with a dot on its upper-left. -Stephen (Steg) "aru."
