Sound Change Applier?

Once upon a time I had simple application that allowed you to specify
soundchanges that it then applies to input words to automatically produce the
derived words as output. I'm fairly certain I got it from this list, and believe
it was called "Sound Change Applier", but I can't now find it on any of my
drives. Anyone else recalling the thing and knowing where I could get it again,
and/or some similar application?
