Apparently I missed that question, otherwise I'd surely have answered it.
My definition would be: a constructed language directly derived from (some
reconstruction of) Proto-Indo-European. Put emphasis on the word "directly" in
order to distinguish this group of languages from the Romance, Slavic etc.
conlangs.
I don't know whether your language qualifies or not, but I'm eager to have a
look at it. IE conlangs are my favourites :)
