There's something kind of like this in a natlang I know of.   In
IT Berber (as I've been informed) a word is either pharyngealized
or non-pharyngealized.   That is, if a word is pharyngealized, every
consonant and vowel will be pharyngealized, and if it isn't, none
will be.
