Many calculators (and PC calculator programs) will do it for you.

Technically, no, decimal fractions can only exist in base 10, since
that's what "decimal" means. :) However, you can use positional
fractional notation in any base; for instance, 1/32 = 0.03125 decimal
= 0.00001 binary = 0.08 hexadecimal = 0.14I base 36.
