Yup, looks like Norwegian. It means "All evil powers
must yield to holyness."

I'm not sure if "må" (that's a-ring) carries the same
meaning in Norwegian as in Swedish, but it essentially
means "may", as in subjunctive. "Let it be that...".
It can also mean "must", which seems to be more likely
in this case. "Vike" is "yield, give in". An interlinear:

alle onde makter   ma  vike  for hellighet
all  evil power:PL may yield for holyness
'All evil powers must yield to holyness.'
