I don't know much about anime and manga, but I've heard from several anime
fans I hang around with online that Japanese TV has different standards of
decency, including issues of gender and sex. So sometimes an androgynous
character of one sex becomes the opposite in the American dub (not sure
about Europe and other countries though), especially if there was something
about the character Americans would really throw a fit over, such as
homosexuality.
Gotta love bowdlerism.
