An Estonian singer Tõnis Mägi was very popular in USSR in the '80s. I heard him singing many songs, both in Estonian and in Russian (that he spoke with heavy Estonian accent; that gave certain charm to his songs). To my ear, his õ was definitely [7]. -- Yitzik
