Keyboard or font...Arghle!

I'd like to reconfigure my keyboard for Windows. Apparently, I'd need to
get a program for this (unless I made a font for it instead). Is there a
way to do it through Windows, or must I make a font?
(I'd like to be able to toggle between normal configuration and the
custom one. A font is well suited, though it isn't wonderful for the
task.)
Any suggestions, questions, comments, snide remarks? I heard that,
Maarten.
