USAGE: Question about Welsh.

I'm going to Snowdonia tomorrow.  I hope to be able to excercise some
Welsh there, but I have a question:

How do you decide whether a <y> is [i] or [@]?  And, for that matter,
how do you tell if a vowel is long or short(besides the circumflex)?
