Thpeaking!
Anyway, I know what you folks are talking about when you say that you don't
create *ideal* concultures that follow your own ethics or ideals of
political economy. I know Shrislyaria has plenty of features I wouldn't want
to live under (monarchy, for example, or a language with six declensions),
even though it has plenty I would.
As for the assorted provinces, cantons, etc: Here in Canada we have got ten
provinces and three territories (territories have somewhat fewer powers
vis-à-vis Ottawa than provinces do). The country is divided into ridings
(electoral districts) both federally and provincially, with different riding
boundaries in each case (I live in the federal riding of
Verdun/Saint-Henri/Saint-Paul/Pointe-Saint-Charles and the provincial riding
of Saint-Henri/Sainte-Anne). Each riding elects a deputy; a member of
Parliament in the case of the federal riding and a member of the legislature
(MLA - in Quebec, MNA, member of the National Assembly) in the case of the
provincial government.
