We can limit it to a broad section of the population, at least.
Most sound changes: people ages 2?-5
Most grammatical changes: people ages 3?-8
Most* vocab changes: people ages 10-20
*By "most" I mean (here) most of the commonly used changes. I'm talking
about slang.
Other vocabulary changes usually occur when people are naming new things,
like computers and Nazis and hachimakis. However, these new words
generally start as specialized words.
