Three degrees of rounding

So, inspired by /2_w/, I'm including three degrees of rounding in Br'ga,
the name of which is respelled to reflect the new vowels available.

Here they are, in preliminary form:

I know that's an unorthodox use of the double-acute letters, but I ask you
what's a better mark for "like a trema but more so"? Of course, it does
beg the question of how to ASCIIfy it, but I'll cross that bridge once you
all start complaining that this message got mangled.
