No. Vietnamese has a letter D with a bar through it, but it is not pronounced /D/ and is not related to eth. (Croatian also has a letter D with bar [pronounced differently than the one in Vietnamese], but it seems to have been introduced after the Second World War. Books printed before that time use the digraph "dj" for that sound.) --Ph. D.
