Sorry, only in French, look for "lingua characteristica universalis".
He wanted to create a philosophical writing system (disconnected with any
existing language or anything spoken at all and directly connected with things
and ideas). It's possibly the first loglang. What he wanted is to create a
general algebra, which would apply not only to numbers but also to ideas. With
this algebra, looking for the truth value of a proposition or for the validity
of a theorem would be just as easy as an addition. Needless to say, he never
managed to finish this project :) . His ideas did influence mathematical
notations though.
I remember seeing an example of this "caractéristique universelle" at school
once. It looks like a kind of shorthand, with plenty of horizontal lines.
