20 vowel qualities are indeed a lot, and I'd expect some to merge
or diphthongize to make room.  But North Germanic languages (and
your language obviously is one) actually do have quite crowded
vowel inventories.  What are your sound changes from Old Norse
(or whatever you started with) to Vityng?
