My idea would be to deregularize spelling, so that what you come up with is
basically a roman phonological alphabet, where there's a standard spelling for
every possible sound in all the Englishes of the world, but there would be no
standard, so that someone from Southern California would spell differently
than someone from South Carolina (or southern England, southern India, southern
Australia...).
