No. If there are more than 99 messages per day, the list is blocked
completely until the manual deblocking by a list admin. All messages
sent to the list during the blocking are rejected.
This did not happen for months now, even years. The traffic is
clearly below 100 messages/day now.

Yes, exactly.
In short: messages beyond any limit are not queued but rejected.
