I've only heard the term used in exactly that pejorative way.
Interestingly, I haven't heard it for many years, probably because
the non-chomskyan strands in linguistics have gained in maturity
and establishedness both inside and outside grammatical theory.
Chomsky has helped in this regard: though he is disdainful of
approaches other than his own, he reinvents his theory once a
decade, which prevents the intellectually lazy from hitching a
permanent career-long ride on his bandwagon.
