AFAIR "hard sign" (Bulgarian "er goljam") is really a vowel standing for [7] ("baby gamma" or "rams horn" - 0264). And its so confusing for a person whose L1 is Russian to see smth like {`g`l} ["7g7l] 'corner'... (The Russian equivalent is fully vocalised {ugol} ["ug@l])
