No so.  Any number system that includes zero
can have the equivalent of the decimal system.
For example, if your base 5 system's digits are
0,1,2,3,4 (instead of 1,2,3,4,5), you can do
long division and square root calculations in it
exactly the same way as in our familiar base 10
system (whose digits are 0,1,2,3,4,5,6,7,8,9).
