Quite true. |o| can represent all of [u:] [U] [o:] [O].
There's a nice quadruplet _håv_ "landing net" vs [ho:v] _hov_ [ho:v] "court" vs
_hov_ [hu:v] "hoof" vs _huv_ [h8\:v] "hood".

[8\:] and [8] in the commonest pronunciation, tho I have [u\:], [8].
