Netscape 4 is (a) used by well under 1% of the web audience these days and
(b) incredibly broken about Unicode, much more so that the justly-maligned
IE (whose problem is not Unicode but very buggy and nonstandard layout
rules).  In particular, NS4 understands character references correctly
if and only if the encoding is UTF-8.
