THe regularity on every kind of word is a bit artificial, but his system doesn't seem that different to various extremely agreement-y languages that allow really free word order, like for example many australian langs with case stacking where most rearrangements are allowed. Unless I've got the wrong end of the stick... was his example meant to demonstrate that NPs and prepositions etc can be broken up, or was he trying to say that every clause consists of: nouns first, followed by modifiers for all nouns, followed by predicate in fixed order? If that's the case then I agree it's artificial.
